This tutorial was written using PSP 9, but can be done in other versions

~ You will need ~

Paint Shop Pro, a 30 day trial can be downloaded here

Open your picture in psp
Duplicate and minimize one copy for later use
Set your Foreground color to #855321

~ Step 1 ~

Image, Add borders, uncheck Symmetric and use the following settings:
Top: 0, Left: 0, Bottom: 5, Right 0, Color: white
Select the border with your magic wand
Fill with your dark color
Selections, Promote Selection to Layer
Selections, Select None

~ Step 2 ~

Effects, 3D Effects, Inner Bevel and use the following settings:



Effects, 3D Effects, Drop Shadow and use the following settings:



~ Step 3 ~

Activate Raster Deform Tool
Move your mouse until the white double-headed arrow appears
(like in the screen shot)



Once you see it left click on your mouse, hold and drag it past the right side of the image
(like in the screen shot)



This will extend the border out past the strip getting rid of any seams
Do the same thing on the left side

~ Step 4 ~

Image, Add borders, uncheck Symmetric and use the following settings:
Top: 0, Left: 0, Bottom: 3, Right 0, Color: your dark color

~ Step 5 ~

Repeat Step 1, 2 and 3

~ Step 6 ~

Image, Add borders, uncheck Symmetric and use the following settings:
Top: 0, Left: 0, Bottom: 25, Right 0, Color: white
Layers, New Raster Layer
Selections, Select All
Maximize the image we duplicated earlier and copy it
Go back to our main image
Edit, Paste, Paste Into Selection
Selections, Select None
Image, Flip
(I flipped my image to have a lighter border but you dont have to do this step if you dont want to)

~ Step 7 ~

Adjust, Blur, Gaussian Blur and set the Radius to 20
Adjust, Add/Remove Noise, Add Noise and use the following settings:



Effects, Art Media Effects, Brush Strokes and use the following settings:



~ Step 8 ~

Effects, Plugins, UnPlugged Colors, White Shimmer
(just click ok when the window appears)
Activate Selection Tool and use the following settings:



Click on Custom Selection (shown by the red arrow)
And use the following settings:
Top: 0, Left: 0, Right: 512, Bottom: 313
Delete
Selections, Select None

~ Step 9 ~

Repeat step 1, 2, 3, 4 and 5

~ Step 10 ~

Layers, Merge, Merge Visible
Image, Canvas Size
Change the width to 1024 and make sure the height doesnt change
Placement right or left (to your liking): 512 (i put mine on left)
Layers, Duplicate
Image, Mirror
Layers, Merge, Merge Visible
Image, Canvas Size
The width stays the same (1024) and change the height to 900
Placement will be: Bottom 549

~ Step 11 ~

Activate Selection Tool and use the same settings as before
Click on Custom Selection and use the following settings:
Top: 0, Left: 0, Right: 1024, Bottom: 313
Effects, 3D Effects, Drop Shadow and use the following settings:



Selections, Select None
Repeat Drop Shadow one more time with same settings

~ Step 12 ~

Layers, New Raster Layer
Layers, Arrange, Send to Bottom
Selections, Select All
Maximize the image we duplicated earlier and copy it
Go back to our main image
Edit, Paste, Paste Into Selection
Selections, Select None
Adjust, Blur, Gaussian Blur and set the Radius to 20
Adjust, Add/Remove Noise, Add Noise using the same settings as before

~ Step 13 ~

Effects, Image Effects, Seamless Tiling and use the following settings:



Layers, Properties and change the Opacity around 50%
Layers, Merge, Merge All (Flatten)

~ Step 14 ~

Image, Rotate, Free Rotate
Direction: Left, Degrees: 90, All layers: checked
Effects, Plugins, FM Tile Tools, Seamless Tile and use the following settings:



Image, Rotate, Free Rotate
Direction: Right, Degrees: 90, All layers: checked
Save your work as jpg
