This tutorial was written using PSP 9, but can be done in other versions

The lace I used is by Dozi. You can download it here (first lace frame at top)
Paint Shop Pro, a 30 day trial can be downloaded here
Filters Unlimited 2.0, you can download here
My supplies here. The zip includes the tubes, patterns and font
Double click to open the font "AL Sandra" and minimize it on your desktop
Open everything in PSP and minimize them all
File, New
Set Width to 500px and Height to 500px, Transparent background
Fill layer with Color White
Maximize nathy.bg.121.1.jpg
Resize 75 % (Bicubic, Resize all layers Checked)
Image, Add Borders and use these settings:
Symmetric Unchecked, Top: 5, Left: 0, Right: 0, Bottom: 5, Color White
Edit, Copy
Minimize for later use
Paste as new layer into your working area
Image, Rotate, Free Rotate and use these settings:
Direction: Right, Degrees: 5
Effects, 3D Effects, Drop Shadow and use these settings:
Vertical and Horizontal 0, Opacity 20, Blur 10 and Color Black
Maximize nathy.bg.122.1.jpg
Layers, Promote Background Layer
Effects, Plugins, I.C.Net Software, Filters Unlimited 2.0, Edges Squares, Square Edge 12
Resize 75 % (Bicubic, Resize all layers Checked)
Copy and paste as new layer into your working area
Image, Rotate, Free Rotate and use these settings:
Direction: Left, Degrees: 5
Move the background down and to the left
Effects, 3D Effects, Drop Shadow and use these settings:
Vertical and Horizontal 0, Opacity 20, Blur 10 and Color Black
Paste the background again and move it up and to the left
Apply the same Drop Shadow
Maximize a-dozi's-lace-frame-square-01.psp
Resize Width 357 pixels (Bicubic, Resize all layers Checked)
Copy and paste as new layer into your working area
Move the lace up and to the left a little bit
Effects, 3D Effects, Drop Shadow and use these settings:
Vertical and Horizontal 0, Opacity 30, Blur 2 and Color Black
Copy nathy.bg.121.1.jpg once again and paste as new layer into your working area
Image, Rotate, Free Rotate and use these settings:
Direction: Left, Degrees: 15
Effects, 3D Effects, Drop Shadow and use these settings:
Vertical 2, Horizontal -2, Opacity 30, Blur 5 and Color Black
Move it up and to the left
Copy agi_lavishlavender_photocorner1.pspimage and paste as new layer
Image, Flip
Image, Rotate, Free Rotate and use these settings:
Direction: Left, Degrees: 15
Effects, 3D Effects, Drop Shadow and use these settings:
Vertical 2, Horizontal -2, Opacity 30, Blur 5 and Color Black
Move it into the top left corner of the background we just added
Layers, Merge, Merge Down
Copy nathy.bg.121.1.jpg once again and paste as new layer into your working area
Move the background slightly to the left
Effects, 3D Effects, Drop Shadow and use these settings:
Vertical and Horizontal 2, Opacity 30, Blur 5 and Color Black
Repeat Drop Shadow but change Vertical and Horizontal to -2
Copy agi_lavishlavender_photocorner1.pspimage and paste as new layer
Image, Mirror
Effects, 3D Effects, Drop Shadow and use these settings:
Vertical and Horizontal 2, Opacity 30, Blur 5 and Color Black
Move it into the bottom right corner of the background we just added
Layers, Merge, Merge Down
Copy Kat_0705.pspimage and paste as new layer
Layers, Duplicate
Layers, Merge, Merge Down
Maximize GxChic_BlinginGarden_bling.psp
Copy curve and paste as new layer
Image, Rotate, Free Rotate and use these settings:
Direction: Left, Degrees: 90
Move the Bling to the left
Layers, Duplicate
Move the Bling up a little bit and to the right side
Copy y_bow11b.pspimage and paste as new layer
Move it up into the top right corner
Effects, 3D Effects, Drop Shadow and use these settings:
Vertical and Horizontal 2, Opacity 50, Blur 10 and Color Black
Copy caro3054.pspimage and paste as new layer
Move it down into the bottom left corner
Effects, 3D Effects, Drop Shadow and use these settings:
Vertical and Horizontal 2, Opacity 50, Blur 5 and Color Black
Copy pin.png and paste as new layer
Move it on top of the heart
Copy alf2.pspimage and paste as new layer
Image, Rotate, Free Rotate and use these settings:
Direction: Left, Degrees: 15
Adjust, Sharpness, Sharpen Effects, 3D Effects, Drop Shadow and use these settings:
Vertical and Horizontal 2, Opacity 50, Blur 5 and Color Black
Move the pin into the top left corner
Set your Foreground to #CFD6E6 and Background to #4D5268
Click on the Text Tool and use these settings:
Type your name
Position it at the bottom of the tag
In the layer palette right click on your text layer and convert to a raster layer
Effects, 3D Effects, Drop Shadow and use these settings:
Vertical and Horizontal 2, Opacity 50, Blur 5 and Color Black
Layers, Merge, Merge All (Flatten)
